أولا: مسؤولية الباحث:

1. يلتزم الباحث بمعايير وإرشادات وقواعد النشر المحدّدة من قبل مجلة الحقوق والعلوم السياسية بمبادئ ومعايير وأخلاقيات البحث والنشر العلمي.

2. يلتزم الباحث بمراعاة مقتضيات الأمانة العلمية، حقوق الملكية الفكرية من خلال التعهد بسلامة البحث من الاستلال من مؤلفاته وبحوثه السابقة، ومن الانتحال من مؤلفات وبحوث غيره.

3. يلتزم الباحث في حالة النشر المشترك أن يحصل على موافقة جميع الباحثين، وأن يقوم ببيان جهد كل من اشترك معه في إعداد البحث.

4. يلتزم الباحث بعدم تقديم بحث سبق نَشْرُه كلياً أو جزئياً بأي صورة كانت أو أي لغة، كما يلتزم بعدم تقديم البحث لأي جهة أخرى أثناء النظر فيه من قبل المجلة، وفي حالة قبوله للنشر يلتزم الباحث بعدم نشره مرة أخرى دون الحصول على موافقة خطية مسبقة من المجلة.

5. يلتزم الباحث بالإفصاح عن أي تعارض في المصالح قد ينشأ عن البحث، ويجب عليه الإفصاح عن مصدر كل دعم مالي لبحثه.

6. إذا اكتشف الباحث خطأً جوهريًا في عمله المنشور يجب عليه إبلاغ رئيس التحرير بحذف الخطأ أو تصويبه.

7. البحوث التي تُنْشَر في المجلة تُعَبِّر عن آراء الباحثين ولا تعكس بالضرورة آراء هيئة التحرير أو الجامعة، ويعتبر الباحث مسؤولاً بالكامل عن مضمون البحث.

ثانيا: مسؤولية المحكم:

1. يطلب من المُحَكِّم   الرد على خطاب القبول المبدئي للتحكيم خلال أسبوع من تاريخ وصول خطاب التحكيم إليه، وعند موافقة يلتزم بالانتهاء من التحكيم في مدة أقصاها شهر من تاريخ الموافقة.

2. يلتزم المحكم بالنزاهة العلمية في تحكيم البحوث دون تحيز.

3. يلتزم المحكم بالاعتذار عن قبول تحكيم بحث خارج نطاق تخصصه أو ليس لديه الخبرة الكافية فيه.

4. يجب على المحكم معاملة البحوث التي تم استلامها للتحكيم كوثائق سرية، ويجب عليه عدم الكشف عنها أو مناقشتها مع الآخرين باستثناء ما يأذن به رئيس التحرير.

5. لا يجوز للمحكم استغلال البحث قيد التحكيم بأي طريقة كانت لتحقيق منفعة شخصية له أو لآخرين دون وجه حق.

6. يطلب من المحكم كتابة تقرير مفصل حول البحث وفق نموذج التحكيم المعتمد، وألا يكتفي بالفحص والتحكيم وأن يتوجه بملحوظاته إلى البحث لا إلى شخص الباحث.

7. في حالة إشارة المحكم إلى الاستلال أو الانتحال في المادة العلمية التي يقوم بتحكيمها، يلتزم بالإشارة إلى الفقرات التي وقع فيها الاستلال أو الانتحال مع إرفاق ما يثبت ذلك.

 ثالثا: مسؤولية هيئة التحرير:

1. تلتزم هيئة التحرير بالتحقق من جودة الأبحاث العلمية المقدمة للنشر، وإحالتها لمحكمين من ذوي الخبرة العلمية والتخصص في موضوع البحث.

2. تلتزم هيئة تحرير المجلة بالتنوع الجغرافي للمحكمين.

3. تلتزم هيئة التحرير بالطلب من جميع المحكمين الإفصاح عن أي تضارب أو تعارض في المصالح لديهم قبل الموافقة على قبول التحكيم والبدء بإجراءاته.

4. تلتزم هيئة التحرير بإعطاء فرصة معقولة للباحثين للإجابة عن ملاحظات المحكمين حول بحوثهم.

5. تلتزم هيئة التحرير بالسرية والمحافظة على المعلومات الخاصة بالبحوث والباحثين، خلال مرحلة التحكيم.

6. يلتزم رئيس هيئة التحرير بإبلاغ صاحب المادة العلمية المجازة بإجازة نشرها والعدد المحدّد لنشرها فيه.

قواعد وضوابط النشر

1. ‏يجب ألا يتجاوز البحث المقدم للنشر (30) صفحة، متضمنة الملخصين: العربي والإنجليزي، والمراجع.

2. يعد ملخصان للبحث: أحدهما باللغة العربية، ‏‏والآخر باللغة الإنجليزية، على ألا تتجاوز كلمات كل واحد منهما (200) كلمة.

3. يلي الملخصين: العربيَّ والإنجليزيَّ، كلماتٌ مفتاحية (Key Words) لا تزيد على ست كلمات (غير موجودة فـي عنوان البحث)، تعبر عن المجالات التي يتناولها البحث؛ لتستخدم فـي التكشيف.   

4. تكون أبعاد جميع الهوامش الأربعة للصفحة (العليا، والسفلى، واليمنى، واليسرى) (3) سم، والمسافة ‏بين الأسطر مفردة.

5. يكون نوع الخط فـي المتن للبحوث العربية (‏Simplified Arabic‏)، ‏بحجم ‏‏(16)، وللبحوث الإنجليزية (‏Times New Roman‏)، ‏بحجم (11).

6. يكون نوع الخط فـي الجداول للبحوث العربية (‏Simplified Arabic‏)، بحجم (10)، وللبحوث الإنجليزية (‏Times New Roman‏)، ‏بحجم (8).

7. تستخدم الأرقام العربية (1-2-3...‏Arabic‏) فـي جميع ثنايا البحث. 

8. يكون ترقيم ‏صفحات ‏البحث فـي منتصف أسفل الصفحة. ‏

9. يكتب عنوان البحث، واسم الباحث أو الباحثين، والمؤسسة التي ينتمي إليها، وعنوان المراسلة، على صفحة ‏‏مستقلة قبل صفحات البحث. ثم تتبع بصفحات البحث، بدءاً بالصفحة الأولى حيث يكتب عنوان البحث فقط متبوعاً بكامل البحث.‏

10. يراعى فـي كتابة البحث عدم إيراد اسم الباحث أو الباحثين، فـي متن البحث صراحة أو بأي إشارة تكشف عن ‏هويته، أو هوايتهم، وإنما تستخدم كلمة (الباحث أو الباحثين) بدلاً من الاسم، سواء فـي المتن أو التوثيق أو فـي قائمة ‏المراجع. ‏

11. أسلوب التوثيق المعتمد فـي المجلة هو نظام جمعية علم النفس الأمريكية، ‏‎الإصدار ‏‏السادس‎‏:

 American Psychological Association – APA – 6^th ED)

1. يتأكد الباحث من سلامة لغة البحث، وخلوه من الأخطاء اللغوية والنحوية.‏ ‏

2. يقدم الباحث الرئيس تعهداً موقعاً منه ومن جميع الباحثين المشاركين (إن وجدوا) يفيد ‏‏بأن البحث لم يسبق نشره، وأنه غير مقدم للنشر، ولن يقدم للنشر فـي جهة أخرى حتى ‏تنتهي ‏إجراءات تحكيمه، ونشره فـي المجلة.

3. فـي حال قبول البحث للنشر تؤول كل حقوق النشر للمجلة، ولا يجوز نشره فـي أي ‏‏منفذ نشر آخر ورقياً أو إلكترونيا، دون إذن كتابي من رئيس هيئة التحرير. ‏

4. الآراء الواردة فـي البحوث المنشورة تعبر عن وجهة نظر الباحثين فقط، ولا تعبر ‏‏بالضرورة عن رأي المجلة. ‏ ‏

5. لهيئة التحرير ‏الحق ‏فـي تحديد أولويات نشر البحوث.

The Journal of Law and Political Science

The Journal of Law and Political Science (JLPS) is a biannual, scientific, peer-reviewed periodical published by King Saud University. It is concerned with research in the fields of Law, Political Science, and related disciplines, aiming at publishing academic research and scientific knowledge directed to the researchers specializing in its fields, whether they are university professors or research professors and Ph.D. students, and those interested in the legal and political fields.

The JLPS publishes manuscripts in its related fields, in both Arabic and English languages that are characterized by scientific integrity, originality, novelty and not previously published or submitted for publication. Those include empirical researches, theoretical studies, literature reviews, conferences reports, and theses abstracts. The journal also welcomes reviews of recently published books in the area of Law and Political Science.

Publication Ethics at Law and Political Science Journal

First: Responsibility of the Author

1. The researcher should adhere to the standards, guidelines and publishing rules specified by the Journal of Law and Political Science (JLPS) and to the principles and standards of research ethics and scientific publishing.
2. The researcher is obliged to observe the requirements of scientific integrity and respect for intellectual property rights by pledging the integrity of the research from the extraction of previous works and research, and from plagiarizing the literature and research of others.
3. In the case of joint publishing, the researcher is obliged to obtain the approval of all co-researchers and to acknowledge the effort of everyone who participated with the researcher in conducting the research and preparing the research paper.
4. The researcher is not permitted to submit a research paper that has been published in whole or in part in any form or language. They also undertake not to submit the research paper to any other party when it is under review by the journal. If it is accepted for publication, the researcher is not permitted to publish it again without obtaining the prior written consent of the journal.
5. The researcher is obliged to disclose any conflict of interest that may arise from the research, and they must disclose the source of all financial support for their research.
6. If the researcher finds a major error in the published work, they must inform the editor-in-chief to enable them to delete or correct the error.
7. Research published in the journal expresses the opinions of the researchers and does not necessarily reflect the views of the editorial board or university. The researcher is fully responsible for the content of the research.

Second: Responsibility of the Reviewer

1. The peer reviewer is obliged to respond to the initial peer review acceptance letter within a week from the date of receiving the peer review request. Upon acceptance to peer review the manuscript , he/she should be committed to completing the peer review within a maximum period of a month from the date of their acceptance to do the task.
2. The peer reviewer shall adhere to scientific integrity in peer-reviewing the manuscript   without bias for any considerations.
3. The peer reviewer shall not accept to peer review research that is outside the scope of his/her specialty.
4. The peer reviewer must treat the manuscript received for peer reviewing as confidential documents. He/she must not disclose or discuss it with others except as authorized by the editor-in-chief.
5. The peer reviewer may not use the research under peer review in any way to achieve an unwarranted personal benefit to themselves or to others.
6. The peer reviewer shall make detailed remarks on the manuscript, according to the approved peer review form. They should not restrict themselves to overall examination and peer review; their remarks should be directed to the work, and not to  the personality of  researcher.
7. In the event that the peer reviewer refers to extraction or plagiarism in the manuscript  that they peer review, they are obliged to refer to the clauses in which fraud or plagiarism occurred and attach proof of that.

Third: Responsibility of the Editorial board

1. The editorial board is committed to verifying the quality of scientific research submitted for publication, and referring them to peer reviewers specialized in the subject matter of the research.
2. The journal editorial board is committed to the geographical diversity of peer reviewers.
3. The editorial board ask all peer reviewers to disclose any conflict of interest they have before agreeing to accept the task of peer reviewing and starting its procedures.
4. The editorial board is committed to giving researchers a reasonable opportunity to respond to the peer reviewers’ remarks on their research.
5. The editorial board is committed to confidentiality and preserving information about research and researchers, during the peer-reviewing stage.
6. The editor-in-chief must inform the author/ authors of the approved scientific research of the license to publish it and the number of issue specified for its publication.

Publication Rules

1. A Manuscript must not exceed 30 pages, including Arabic and English abstracts and references.
2. A Manuscript must include Arabic and English abstracts, each of them must not exceed 200 words.
3. Each abstract is followed by not more than six Key Words -that do not exist in the title of the manuscript - for indexing.
4. Margins of the manuscript pages (top, bottom, left and right) must be 3 cm and the line spacing should be single.
5. The size and style of the Arabic font in the manuscript must be 16 (Simplified Arabic) and for the English font must be 11 (Times New Roman).
6. The size and style of the Arabic font in the tables must be 11 (Simplified Arabic) and for the English font must be 8 (Times New Roman).
7. Numerals in the manuscript must be (Arabic 1-2-3…).
8. A Manuscript should include page numbers at the middle bottom of the page.
9. The title of the manuscript, the name of researcher/ researchers, the affiliation institution and the corresponding address must be typed on a separate page, followed by the manuscript pages where the title of the manuscript is typed at the top of the first page.
10. Name/names of the author/authors should not be openly expressed in the manuscript or expressed by any indication that might reveal their identity; however, the word (researcher/researchers) may be used instead of the name in the manuscript, citation and references list.
11. The Journal adopts the American Psychological Association (APA) Style- 6th ed.
12. It is the responsibility of the researcher to make sure that the manuscript is free of
13. The manuscript must be accompanied by a statement that the manuscript has not been submitted simultaneously for publication elsewhere.
14. All accepted manuscripts become the property of the journal, and must not be published in any other vessel whether in paper or electronically without a written permission from the editor in chief.
15. Opinions in the manuscripts do not express the journal's view; rather they express only the researchers’ views.
16. The editors’ board has the right to set priorities of publishing the research.
